Remarks by U.S. Ambassador Richard E. Hoagland
Sulfur Management Conference
September 22, 2009
Palace of Independence, Astana
I am very pleased to be here today, and I thank Tengizchevroil and Royal Dutch Shell for their sponsorship of this conference.
I also want to acknowledge the efforts of the embassies of Canada and the United Kingdom, which worked tirelessly to bring us all together today.
And I applaud the Ministry of Energy and Mineral Resources and the Ministry of Environmental Protection for their efforts to bring Kazakhstan’s sulfur regulations up to international standards.
Today’s conference provides an excellent opportunity to listen and learn from one another on an issue that is important to Kazakhstan in a number of areas, including oil and gas production, environmental protection, and economic diversification.
From my visits to Tengiz, my meetings with TCO management and the Akimat in Atyrau, I know that TCO has a world-class sulfur management system. They have made a strong effort to increase domestic sales and work in partnership with the government and environmental institutes to ensure that their facilities meet or exceed world standards.
I wish you all success with today’s conference and with your important work to improve the legal framework for sulfur management and develop sulfur as a value-added product in industrial applications.
Thank you and good luck.
