Education Seminars For Financial Police Officers

On October 16-20, 2006 the U.S. Embassy jointly with the Financial Police Academy of the Republic of Kazakhstan held another course in a continuing series of professional education seminars on Financial Investigative Techniques for financial police officers.

The course was organized by the International Narcotics and Law Enforcement Affairs Office (INL) of the U.S. Embassy. The Financial Police Academy has cooperated with INL since 2001. The Academy and INL have jointly organized a number of international conferences, symposiums and seminars in Almaty and Astana in the field of anti-money laundering. The Financial Investigative Techniques course is a part of the ongoing mutual work aimed at the improvement of the methods of financial investigation in the Republic of Kazakhstan. The first session of this course was successfully completed on July 28, 2006 and one more session is planned to take place in December of the current year to cover more investigators in various regions of the country.

The course was conducted by experts of the Office of Technical Assistance of the Department of the U.S. Treasury. American experts co-taught with Kazakhstani specialists from the Procurator General’s Office of the RK, Ministry of Internal Affairs of the RK, Supreme Court of the RK, Agency on Combating Economic Crimes and Corruption (Financial Police), as well as professors and teachers from the Financial Police Academy. Co-teaching is a new approach and demonstrates the cooperation between the Academy and the U.S. Embassy. The course is also special because it has been adopted as a part of the official curriculum of the Academy.

Instructors and experts taught the following topics: international cooperation in the field of combating money laundering, Kazakhstani legislation on anti-money laundering and the structure of the future Financial Intelligence Unit, special investigative techniques, terrorism financing and methods of proof. An essential part of the course was practical exercises on the above mentioned topics.
